About the Brookdale Police
The College Police Department operates twenty-four hours a day, 365 days a year. It is a unique law enforcement agency designed specifically to serve the needs of the College community.
Brookdale police officers receive the same Police Academy training and have the same authority as any New Jersey municipal police officer. They have full arrest powers and enforce both traffic and criminal statutes, as well as College policies and regulations.
The women and men of the Brookdale Police Department have the responsibility of protecting life and property and the prevention and detection of crime on this campus.
It is the goal of the Brookdale Police Department to serve equally all members of the College community without regard to race, color, creed, ethnicity, sex, national origin, age, religion, veteran’s status, marital status, disability, or sexual orientation.
Brookdale Police maintain mobile, bicycle, and foot patrols that cover the entire campus. They are always in radio contact with police headquarters and quickly respond to emergency situations and calls for assistance.
In addition to uniformed patrol personnel, the Police Department maintains an investigative division, which provides crime prevention services, traffic accident investigations, and administrative support.
At Brookdale`s Higher Education Centers, Security Officers are on duty during the times classes are in session and maintain security at all of our Centers, i.e., Bayshore, Long Branch, Western Monmouth, Wall, and Asbury Park.
They are uniformed and remain visible at all times. These officers do not have police powers, but are available in case of need and will contact their respective municipal departments for problems that require police action. They are supervised by the Brookdale Police Department, and all Brookdale Community College regulations apply.
Brookdale Police officers are available to make presentations to students, faculty, and staff upon request. Topics available include Crime Prevention and Personal Safety, Date Rape, Traffic Safety, and Fire Safety.
Educational programs to promote awareness of sex offenses are scheduled throughout the year. Please consult the student calendar, Happenings, or the Office of Student Life and Activities for specific program information.
How to contact the Police Department
On-Campus Phone
In an emergency, dial 911 or 2222 from any on-campus phone. For non-emergencies dial 2352.
Off-Campus Phones
Dial (732) 842-1950 in an emergency. For non-emergencies, (732) 224-2352.
There are 22 yellow emergency phones identified by blue lights located throughout the campus. Open the door, pick up the handset and the Police will be contacted whether or not a message is transmitted. A map showing emergency phone locations may be obtained from the Police or can be found in the back of the College catalog.
Reporting an Emergency Situation
When reporting any emergency situation, a crime, or suspicious activity, please follow these steps:
Give your name and address
Report why you are calling
Request medical assistance, if needed
Give as many details as possible
Description of activity being observed
Description of person(s) involved
Location the person was last seen or their direction of travel
Description of any motor vehicle involved
Presence of any weapons
Stay on the phone until released by the officer receiving your call. Remember, stay calm and speak slowly. Obtain the names and addresses of any witnesses.
All reports of crime will be fully recorded, investigated, and reported in accordance with the laws and regulations of the State of New Jersey and in accordance with the definitions used in the Uniform Crime Reporting System of the Department of Justice, Federal Bureau of Investigation.
Crime reports will be made available through all staff and student publications, as well as broadcast voice and e-mails and radio station announcements, where applicable.
Crime Prevention Tips
Be aware that anyone is a potential victim of crime.
Immediately notify the College Police Department if any person(s) or activity arouses your suspicion.
Avoid isolation and use well-lighted paths after dark.
Walk with others and do not hitchhike or pick up hitchhikers.
Be sure to lock your motor vehicle when parking in our parking lots.
Secure anything of value in your trunk.
Do not leave property unprotected.
Possession of alcoholic beverages or illegal drugs is prohibited on campus.
In general, avoid the use of alcohol or drugs. Persons under the influence are more likely to be the victims of a serious crime or accident.
Emergency Evacuation
In the event of fire or smoke conditions, or other emergency situation which requires evacuation of the building, the fire alarm will sound and the Police and local Fire Department will respond.
At the sound of the fire alarm, all faculty, staff and students MUST evacuate the building immediately. Only after the condition has been rendered safe by Police will you be permitted to re-enter the building.
Reporting of Crime Statistics

Bias Incidents
Unlawful acts upon persons or property, committed on the basis of race, creed, color, ethnicity, sexual orientation, or religion, seriously undermine the harmony and quality of life of the entire College Community. Bias incidents, as they are termed, are intensively investigated by the College Police Department. The Department urges all members of the campus community to report such incidents promptly.
Driving & Parking on Campus
Brookdale is located in the center of a residential neighborhood here in Middletown. Please join us in observing the following local traffic laws:
* No left turn from 7-10 AM on Pine Street, Lindy Lane, or Oak Street.
* No right turn from 2-5 PM on Holly, Laurel, or Hickory Lanes.
* Cutting through the Amoco Station to avoid the traffic light is a violation that carries a substantial fine and two points.
* On campus speed limits are 25 MPH on roadways and 15 MPH in parking lots. Minimum fine for speeding is $78 and two points.
Parking regulations are strictly enforced by the Brookdale Community College Police Department and summonses will be issues for violations. These summonses are payable to the Middletown Municipal Court.

Sexual Assault
S
ex offenses, whether forcible or non-forcible, violate College Regulations and criminal law. Any reported violation will be treated swiftly through established College disciplinary procedure and/or legal avenues.
The College disciplinary procedure ensures that both the accuser and accused have an opportunity to present their case and that both will be notified of the outcome. Following a College disciplinary hearing, sanctions may include dismissal of charges, verbal or written reprimands, establishment of specific stipulations to be met for continued attendance at the College, suspension, or expulsion.
In reporting a sex offense, initial contact should be made to the Campus Police as quickly as possible. Students also have the option of notifying the local (Middletown municipal) police. Students who are reluctant to notify either campus or local police may request assistance from appropriate campus officials such as the Director of Student Life and Activities, Student Development Specialist (Counselor), College Nurse or Dean of Enrollment Development and Student Affairs.
The general procedures for reporting emergency situations (details above) should be followed. Additionally, any evidence which may be necessary to prove criminal sexual assault should be preserved.
Students will be afforded every opportunity, and assistance will be provided upon request, to adjust academic programs and schedules to meet their needs. Please review the Campus Sexual Assault Victim’s Bill of Rights, below.
There are many services available to assist victims of sexual assault. A list of counseling options, mental health center, legal, or medical support, and other services may be obtained from the Office of Student Life and Activities, a Student Development Specialist, the College Nurse, or from our brochure entitled, First Response to a Rape or Sexual Assault Victim, which is distributed campus-wide and is available in the above-named offices.
Alcohol and Drug Abuse Awareness
Brookdaleis an educational institution committed to maintaining an environment which allows students to enjoy the full benefits of their learning experience and to understand the negative consequences of the illicit use of alcohol and drugs on their lives.
In accordance with the policy approved by the Board of Trustees of the College, and in accordance with local, State, and federal laws, the College declares that it will make every effort to provide its students with an environment that is free of the problems associated with the unauthorized use and abuse of alcohol and illegal drugs.
Substance abuse issues are addressed through the offering of topical programs throughout the year in order to provide members of the College community with information concerning health risks, legal sanctions and the like.
The College is committed to promoting the wellness and self-development of its students. The unauthorized use and abuse of alcohol and the illegal use and abuse of drugs inhibits students from attaining the benefit of their learning experience, exposes them to serious illnesses and health risks, and therefore, is prohibited.
Local, State, and federal laws that apply to underage consumption and use of drugs and alcohol (including motor vehicle violations) will be fully enforced at Brookdale Community College.
Smoking Policy
Brookdale Community College is a smoke-free college. Smoking is prohibited in all buildings owned, leased, or otherwise utilized for College purposes and over which the college has control of the smoking policy.
On the main Lincroft campus, smoking is allowed only in the six(6) smoking gazebos provided.
Campus Sexual Assault Victims` Bill of Rights
Introduction
A college or university in a free society must be devoted to the pursuit of truth and knowledge through reason and open communication among its members. Academic communities acknowledge the necessity of being intellectually stimulating where the diversity of ideas is valued. Its rules must be conceived for the purpose of furthering and protecting the rights of all members of the college community in achieving these ends.
The boundaries of personal freedom are limited by applicable state and federal laws and institutional rules and regulations governing interpersonal behavior. In creating a community free from violence, sexual contact, respect for the individual and human dignity are of paramount importance.
The State of New Jersey recognizes that the impact of violence on its victims and the surrounding community can be severe and long lasting. Thus, it has established this Bill of Rights to articulate requirements for policies, procedures and services designed to insure that the needs of victims are met and that the colleges and universities in New Jersey create and maintain communities that support human dignity.
Bill of Rights
The following Rights shall be accorded to victims of sexual assault that occur:
On campus of any public or independent institution of higher education in the State of New Jersey, and;
Where the victim or alleged perpetrator is a student at that institution, and/or;
When the victim is a student involved in an off-campus sexual assault.
Human Dignity Rights
To be free from any suggestion that victims must report the crimes to be assured of any other right guaranteed under this policy;
To have any allegations of sexual assault treated seriously; the right to be treated with dignity;
To be free from any suggestion that victims are responsible for the commission of crimes against them;
To be free from any pressure from campus personnel to report crimes if the victim does not with to do so; report crimes as lesser offenses that the victim perceives the crime to be; refrain from reporting crimes to avoid unwanted personal publicity.
Rights to Resources On and Off Campus
To be notified of existing campus and community based medical, counseling, mental health, and student services for victims of sexual assault whether or not the crime is formally reported to campus or civil authorities;
To have access to campus counseling under the same terms and conditions as apply to other students in their institution seeking such counseling;
To be informed of and assisted in exercising any rights to confidential or anonymous testing for sexually transmitted diseases, human immunodeficiency virus, and/or pregnancy, and any rights that may be provided by law to compel and disclose the results of testing of sexual assault suspects for communicable diseases.
Campus Judicial Rights
To be afforded the same access to legal assistance as the accused;
To be afforded the same opportunity to have others present during any campus disciplinary proceeding that is allowed the accused;
To be notified of the outcome of the sexual assault disciplinary proceeding against the accused.
Legal Rights
To have any allegation of sexual assault investigated and adjudicated by the appropriate criminal and civil authorities of the jurisdiction in which the sexual assault is reported;
To receive full and prompt cooperation and assistance of campus personnel in notifying the proper authorities;
To receive full and prompt, and victim-sensitive cooperation of campus personnel with regard to obtaining, securing, and maintaining evidence, including a medical examination, when it is necessary, to preserve evidence of the assault.
Campus Intervention Rights
To require campus personnel to take reasonable and necessary actions to prevent further unwanted contact of victims by their alleged assailants.
To be notified of the options for providing assistance in changing academic and living situations, if such changes are reasonable available (if applicable).
Statutory Mandates
Each campus must guarantee that this Bill of Rights is implemented. It is the obligation of the individual campus governing board to examine resources dedicated to services required and to make appropriate requests to increase or reallocate resources where necessary to ensure implementation.
Each campus shall make every reasonable effort to ensure that every student at that institution receives a copy of this document.
Nothing in this act or any “Campus Sexual Assault Victims Bill of Rights” developed in accordance with the provisions of this act, shall be construed to preclude or in any way restrict any public or independent institution of higher education in the State from reporting any suspected crime or offense to the appropriate law enforcement authorities.
