Concurrent Enrollment

II. Objective of Regulation

To (1) articulate the terms by which high school students may concurrently take Brookdale Community College courses and (2) regulate the administration and academic standards for these courses.

IV. Regulation Statement

A. Qualified students may enroll in college credit courses as part of their high school program under one of the following conditions:

1.  Dual Enrollment: Students are currently enrolled as juniors or seniors in a high school that has a signed Dual Enrollment Agreement with Brookdale Community College. In this program:

i. Students must secure and present written approval from their parent/legal guardian and high school guidance counselor.
ii. Students must meet the Foundational Studies standards for Reading and Writing to enroll in any course (refer to College Regulation 5.0029R Testing and Placement for Foundational Studies.)
iii. Students will be allowed to enroll in no more than two Brookdale courses during any term.
iv. Students shall be designated as non-degree seeking until they meet the College’s admission requirements for degree students.
v. Appeals may be made to the Office of Educational Partnerships.

2.   Fast Start: Students are at least 15 years of age and currently enrolled in a high school or home schooled, having completed the equivalent of the 9th In this program:

i. Students must secure and present written approval from their parent/legal guardian, high school guidance counselor, and a representative from Brookdale’s Office of Educational Partnerships. In the case of home-schooled students, the parent/legal guardian may act as guidance counselor.
ii. Students must meet the Foundational Studies standards for Reading and Writing to enroll in any course (refer to College Regulation 5.0029R Testing and Placement for Foundational Studies.)
iii. Students will be allowed to enroll in no more than two Brookdale courses during any term.
iv. Students shall be designated as non-degree seeking until they meet the College’s admission requirements for degree students.
v. Appeals may be made to the Office of Educational Partnerships.

3.   Tech Prep (2+2 Program): Students are currently enrolled as seniors in a high school that has a signed Tech Prep agreement with Brookdale Community College. In this program:

i. Students must be recommended and approved by their high school teacher or high school guidance counselor and have earned a grade of C or better on the appropriate course or course sequence, previously approved by Brookdale, at the high school.
ii. Students may be required to pass a challenge test and/or portfolio review, as determined by the appropriate Brookdale academic department, in order to receive credit for an approved Tech Prep course.

a. Tech Prep credits are held in escrow until students complete 12 additional college-level credits with a grade of “C” or better. These 12 additional credits must be earned within two years of high school graduation.
b. Credit for the Tech Prep course(s) will be assigned and appear as “P” (pass) on the academic record.

4.  Early College and Middle College High School Programs: Students may concurrently enroll at Brookdale through their early college or middle college high school programs, subject to College Regulation 6.6004R and their respective Memorandum of Agreement (MOA).

 

B. Enrollment for any concurrent student will be subject to the guidelines of the Brookdale Community College prerequisite and co-requisite system. Applicants may not enroll in selective admission programs, Foundational Studies, or academic support courses.

C. To continue in any program, the student must maintain a minimum term GPA of 2.0 at the College.

D. Applicants must complete the standard Brookdale application process and pay the appropriate fees.

E. All students in concurrent programs must submit a student privacy waiver to allow academic and conduct information to be shared between the College and high school (or the parent, in the case of a home-schooled student).

F. All students must adhere to the Student Conduct and Academic Integrity Code (College Regulation 6.3000R).

G. The Office of Educational Partnerships will be responsible for instituting and administrating the Dual Enrollment, Fast Start, Tech Prep, Early College, and Middle College programs.

H. All concurrent program courses and facilities offered at individual high schools must be monitored and approved by the appropriate College employee:

1.  All courses offered at individual high schools must be approved Brookdale courses and monitored by the appropriate college department chair in collaboration with the Office of Educational Partnerships. Brookdale’s academic standards regarding course content, syllabus, learning outcomes, and faculty credentials will apply.

2.  The appropriate Brookdale department chair will recommend faculty to teach the course, according to Article 12 of the Faculty Contract.

3.  The appropriate Brookdale department chair, in conjunction with the Office of Educational Partnerships, will be responsible for evaluating high school facilities to ensure that the proper equipment and technologies required for the course are available and utilized.

4.  A Concurrent Enrollment Academic Program Coordinator may be appointed from the ranks of faculty, subject to the approval of the appropriate Institute Dean and the Chief Academic Officer, to assist the department chair in monitoring the course, evaluating facilities, visiting classrooms, conducting workshops, and engaging in curriculum development and mentoring, etc.

 

I. The appropriate Brookdale department chair, in conjunction with the Office of Educational Partnerships, will be responsible for evaluating, aligning, and approving Tech Prep courses as being equivalent to Brookdale courses.

J. Appeals for admissions should be made in writing to the Chief Academic Officer or designee.
