I. Title of Regulation

Early College and Middle College High School Programs

II. Objective of Regulation

To (1) articulate the terms by which students may concurrently take Brookdale Community College courses while enrolled in an Early College or Middle College High School program and (2) regulate the administration and academic standards for these courses.

IV. Regulation Statement

A.  Qualified high school students may concurrently enroll in college credit courses at Brookdale Community College (College) as part of their high school’s Early College or Middle College High School programs, and, as such, they are subject to the terms set forth in this Regulation as well as the Memorandum of Agreement (MOA) between the high school and the College.

B.  Qualified students may enroll in college credit courses as part of their Early College High School (ECHS) or Middle College High School (MCHS) program under the following conditions:

1.  The student has been admitted into an affiliated ECHS or MCHS that has a signed MOA with Brookdale Community College.

2.  The student must satisfy all eligibility requirements for admission as defined in the affiliated MOA for the ECHS or MCHS.

3.  The student must maintain a minimum term GPA of 2.0 at the College to continue in the ECHS or MCHS program.

i. If a student’s term GPA falls below 2.0, the student will be withdrawn from the program by the College.

ii. The student may appeal for readmission to the Vice President of Academic Affairs whose decision shall be final.

4.  The student may earn a non-qualifying score on no more than two AP exams to continue in the ECHS or MCHS program.

i. If a student earns a non-qualifying score on more than two AP exams, the student will be withdrawn from the program by the College.

ii. The student may appeal for readmission to the Vice President of Academic Affairs whose decision shall be final.

5.  ECHS students:

i. Must pass the Reading and Writing portions of Accuplacer or other placement criteria endorsed by the Foundational Studies Committee at the completion of freshman year to continue in the program.

ii. Must pass the Math portion of the Accuplacer or other placement criteria endorsed by the Foundational Studies Committee by the completion of the spring term of sophomore year to continue in the program.

iii. Any student who does not satisfy the placement criteria in Article B.5.i and ii above will be withdrawn from the program by the College. No more than two attempts to pass the placement criteria shall be allowed.

6.  MCHS students:

i. Must pass the Reading and Writing portions of Accuplacer or other placement criteria endorsed by the Foundational Studies Committee at the completion of sophomore year for admission into the program.

ii. Must pass the Math portion of the Accuplacer or other placement criteria endorsed by the Foundational Studies Committee by the completion of the spring term of junior year to continue in the program.

iii. Any student who does not satisfy the placement criteria in Article B.6.i and ii above will be withdrawn from the program by the College. No more than two attempts to pass the placement criteria shall be allowed.

 

C.  Enrollment for any ECHS or MCHS student will be subject to the guidelines of the Brookdale Community College prerequisite and co-requisite system. Applicants may not enroll in selective admission programs, foundational studies, or academic support courses.

D. The Office of Educational Partnerships will be responsible for instituting and administrating the ECHS and MCHS programs at individual high schools.

E. All students must submit a privacy waiver for academic and conduct information to be shared between the College and high school.

F. All students must adhere to the Student Conduct and Academic Integrity Code (College Regulation 6.3000R).

G. All ECHS and MCHS courses and facilities offered at individual high schools must be monitored and approved by the appropriate Brookdale employees:

1.  All Early College High School courses offered, and the terms in which these courses are offered, at individual high schools must be approved Brookdale courses and monitored by the appropriate Brookdale department chair in collaboration with the Office of Educational Partnerships. Brookdale’s academic standards regarding the course content, syllabus, learning outcomes, and faculty credentials will apply.

2.  The appropriate Brookdale department chair will recommend faculty to teach the course according to Article 12 of the Faculty Contract.

3.  The appropriate Brookdale department chair in conjunction with the Office of Educational Partnerships, will be responsible for evaluating high school facilities to ensure that the proper equipment and technologies required for the course are available and utilized.

4. A Concurrent Enrollment Academic Program Coordinator may be appointed from the ranks of faculty, subject to the approval of the appropriate Institute Dean and the Chief Academic Officer, to assist the department chair in monitoring the course, evaluating facilities, visiting classrooms, conducting workshops, and engaging in curriculum development and mentoring, etc.

H. The appropriate Brookdale department chair, in conjunction with the Office of Educational Partnerships, will be responsible for evaluating, aligning, and approving Tech Prep courses as equivalent to Brookdale courses.
